Strategic Consultant on Anti-Rights Opposition

IPPF Americas and the Caribbean is looking for a consultant to strengthen the resilience of IPPF and its Member Associations (MAs) against anti-SRHR forces.

1. ABOUT IPPF

The International Planned Parenthood Federation (IPPF) is a global healthcare provider and a leading advocate for sexual and reproductive health and rights (SRHR) for all. Founded in 1952, we are today a movement with a presence in over 150 countries. Our work ranges from comprehensive sexuality education and contraception to safe abortion and humanitarian response. We pride ourselves on being local through our members and global through our network, providing integrated healthcare regardless of race, gender, sex, or income. IPPF operates under a strategy focused on multi-level political advocacy and accountable governance.

2. INTRODUCTION AND CONTEXT

Political advocacy is a fundamental pillar of IPPF’s 2028 Strategy. However, the Latin America and Caribbean (ACRO) region is currently facing a complex geopolitical landscape marked by a significant rollback of rights and the rise of organized anti-rights opposition. To protect the gains made in SRHRJ (Sexual and Reproductive Health, Rights, and Justice), and keep pushing for advancing people’s rights, IPPF ACRO requires a strategic response to analyze, monitor, and counter these opposition trends. This consultancy aims to strengthen the resilience of IPPF and its Member Associations (MAs) against these anti-SRHR forces.

3. OBJECTIVES OF THE CONSULTANCY

The primary objective is to support in developing IPPF’s strategic response to anti-rights opposition and the rollback of rights in the ACRO region. The consultant will provide expert analysis of opposition trends, legal frameworks, and geopolitical landscapes to advise on concrete response and mitigation initiatives.

4. SCOPE OF WORK AND KEY RESPONSIBILITIES

The consultant will work in a temporary, from February 2026 to 31st of April 2026.

Key Responsibilities & Activities:

  1. Development of Regional Threat Map: Conduct a deep-dive analysis into the regional context (intel & trend analysis), identifying main opposition actors operating transnationally across the ACRO region. Unpack the evolving context, identify threats, narratives being used. The regional threat map will feed into the IPPF global threat map; The IPPF Threat Map is a dynamic tool designed to strengthen the International Planned Parenthood Federation’s (IPPF) cross-federation response to anti-rights opposition and to advance Sexual and Reproductive Health, Rights, and Justice (SRHRJ) globally. The map provides a comprehensive overview of the evolving landscape of threats, enabling both immediate and strategic long-term responses by IPPF member associations and departments. 
  2. Regional Strategy Development: Suggest strategies to monitor anti-rights initiatives, events, and funding streams that threaten SRHRJ in LAC, advising on legal and geopolitical maneuvers to mitigate risks and protect IPPF members’ services.
  3. Case Studies: Provide particular focus and granular analysis on the scenarios in Chile and Venezuela
  4. Collaboration & Training: Organize two strategic meetings with IPPF Member Associations to share findings and co-create response strategies and identify opportunities for cross-country collaboration among MAs to create a unified front against opposition.

5. DELIVERABLES

  1. Inception Report: Briefing on initial findings by the end of February, 2026.
  2. Two Stakeholder Workshops and IPPF Affiliates and secretariat consultations: Execution of two interactive meetings with MAs, including presentations in February and March.
  3. Regional Strategy: A final comprehensive strategy by Abril, 2026, including
    • Regional ACRO Threat Map
    • Analysis of legal and political risks for Members, with specific chapter for Chile and Venezuela
    • A feasible and refined operative plan for IPPF ACRO with short, medium, and long-term counter-reaction strategies and specific agreed joint actions between IPPF and its Member Associations in 2026.

6. REQUIRED QUALIFICATIONS AND EXPERIENCE

  • SRHRJ Knowledge: Deep understanding of current global and regional trends/climates for SRHRJ and the "pushback" phenomenon.
  • Opposition Monitoring: Proven experience in monitoring anti-rights actors, initiatives, and events in LAC
  • Strategic Development: Demonstrated experience in developing strategies to counter opposition and rights rollbacks in LAC
  • Network Experience: Experience working within large regional networks in LAC
  • Communication Skills: High-level ability to moderate complex multi-stakeholder discussions and communicate complex ideas using inclusive, non-discriminatory language.
  • Language Proficiency: Fluency in English and Spanish (reading, writing, and speaking) is mandatory.
  • Writing Excellence: High-level professional writing and copyediting skills.

 

7. REPORTING AND TIMELINE

  • Duration: January to May 31st, 2026.
  • Modality: Remote (with potential for occasional in-person meetings).
  • Reporting: The consultant will report to IPPF ACRO’s External Relations Director.
