The project manager’s activities will contribute to the following results: Improved analysis of quality disaggregated and comparable data on SRHR and different forms of VAWG used in line with international standards to inform laws, policies, and programmes. Increased quality engagement of civil society organisations (CSOs) leading to greater empowerment to conduct evidence-based advocacy. Strengthened policies, legislative and programmatic linkages between family violence and SRHR in the region. Role Purpose: The post holder will lead the project team to deliver the UNFPA funded Caribbean Observatory on Sexual and Reproductive Health and Rights (SRHR); The role will support, and performance manage the project budget, work plan and the Caribbean Observatory project team. Context of role: Oversee the day-to-day operations of the observatory, ensuring adherence to timelines, quality standards, and ethical considerations. Manage and support project staff and consultants on monitoring, evaluation, and key result areas Lead the team to develop innovations, tools, and approaches to improve access to quality disaggregated and comparable data on SRHR and different forms of VAWG. Manage and support the Advocacy and Communications consultant to match data with narratives and stories to better illustrate impact. Work collaboratively with the Data analyst to ensure data quality and integrity through rigorous data management and analysis procedures. Management responsibility: IT consultant, Advocacy and Communication consultant, Data Analyst Role Deliverables: Manage the implementation of the SRHR observatory initiative, including providing oversight and direction to the implementation of its objectives, strategies, and work plan. Use the existing project plan to prepare a detailed work plan to schedule key project milestones, work streams and activities for the respective team members Identify and mitigate risks which may impact the successful delivery of the project Lead the inception review of all tools, data, and resources previously developed or in the draft stage Oversee the expansion and updating of the existing desk review of the enabling environment around integrated SRHR/GBV, where necessary to determine the programmes, policies and legislation that are in place and analyse the factors and resources to support the policy and legislative landscape to advance integrated SRHR/GBV in the region. Carry out effective management throughout the project phases of data collection, social monitoring, advocacy and related areas and support strategies for advocacy, visibility, and resource mobilization Work with team members to coordinate data collection activities, including regional group consultation meetings with CSOs and key population interviews, focus group discussions, and other relevant methodologies with key stakeholders. Monitor and manage the availability of resources and allocation to ensure that the project is implemented efficiently Drive effective communication and collaboration between staff, consultants, and project stakeholders, including convening regular meetings, reinforcing project objectives, scope, responsibilities and facilitating solutions to project challenges. Meet with the donor on a bi-monthly basis to discuss status of project and to receive technical assistance and support, where necessary Convene monthly meetings with the multi-stakeholder Steering Committee of the Observatory ensure civil society participation in the direction and oversight of the platform Provide feedback on outputs and deliverables Ensure knowledge sharing and learning, working with the data analyst and overseeing the development of syntheses and dissemination of lessons learnt from the project for reporting and dissemination. Prepare and submit a quarterly narrative report and support the project’s finance manager to ensure strong, timely and compliant financial management of the project and the production of the corresponding financial report. Work with Finance Personnel to track project expenditure in ensuring the initiative is delivered on budget Disseminate knowledge products emanating from the observatory to support advocacy for evidence-based policies and interventions in the field of SRHR. Work with Advocacy and Communications Consultant to coordinate policy dialogues with relevant stakeholders including Parliamentarians, CSOs and all relevant entities to advance SRHR and GBV policies to address critical issues for women, girls, and vulnerable populations Collaborate with internal and external partners to leverage resources, expertise, and networks to enhance the effectiveness of the Observatory. Education/Key Skills/Expertise: Degree (Master’s or equivalent would be an asset) in Social Sciences, Sociology, Gender Studies, Development Studies, Public Health, or a related field Proven experience (at least 5 years) in leading and managing projects, preferably in the field of SRHR or public health. Strong knowledge of sexual and reproductive health and rights issues, gender-based violence and gender-equality policies and programming . Excellent project management skills, including planning, budgeting, and resource allocation. Strong leadership and team management abilities, with experience in supporting remote teams. Demonstrated ability to build and maintain partnerships with diverse stakeholders, including government agencies, NGOs, and research institutions. Excellent communication and presentation skills, with the ability to convey complex research findings to both technical and non-technical audiences. Knowledge and/or Proficiency in statistical software and data analysis tools. Role models safeguarding, anti-racism and no discrimination and acts with integrity. Recommend information visualisation improvements that enables data ownership and utilization. Develop tools and mechanisms to collect, analyze, and report on data for evidence- based decision-making. Design and facilitate a learning system to promote continuous learning and improvement within the Observatory. Role Deliverables: Review current MOUs/partnership agreement and documentation around partners with whom meetings have been held Review stakeholder mapping document and conduct further mapping of key stakeholders, where necessary Use stakeholder mapping document and work with team members to mobilise and convene group consultation meetings with representatives across the region who can feed the SRHR Observatory data and provide technical support. These include key stakeholders from statistical/planning institutes, national family planning boards, bureaux of gender affairs, chief technical directors/permanent secretaries in ministries of health, justice and gender, offices of prime ministers, other state agencies (incl. police, health facilities, judiciary), academia, CSOs, and others Work with team members to conduct presentations on Observatory, the importance of feeding the Observatory data and the need for solidification of partnership via MOUs. Work with the team members to review pre-developed indicators and draft Standard Operating Procedures (SOPs) and amend where necessary to determine how information/data should be collected and validated / verified Use indicators and SOPs) to collect data to collect data from partners and other credible sources (across the 23 countries of the Observatory’s purview) that can feed into the Observatory’s knowledge management platform Use the data collected to monitor and track progress consistently (monthly, quarterly, annually) on various integrated SRHR/GBV issues in the region including conducting cross-country analyses Prepare data summaries and contribute to evidence-based advocacy materials including the annual report on the State of SRHR in the region, synthesizing and presenting the data gathered on a per country basis Provides quality assurance on data and ensures performance and evaluation data is tracked, current, cleansed, accurate and consistent for reporting and decision-making purposes, including QRM and donor reporting. Evaluates data (quantitative and qualitative) to identify strengths/weaknesses and implements mechanism for corrective actions, continual improvement and scale-up of evidence-based best practices. Work with IT Consultant to ensure the Observatory is using optimum data repository and visualisation software and tools Work with the IT Consultant to ensure that the data collected and analysed is visualised via the virtual Knowledge Platform and is relevant and understandable Promotes and shares learning, best practices, and knowledge within the Region on the Caribbean Observatory Contributes to Donor Reporting and work plan, working collaboratively and pro-actively with colleagues across the Secretariat. Pro-actively collaborates/partners with regional, national, global institutions and working groups to optimise progress, knowledge sharing and leading-edge thinking. Attend multi-stakeholder Steering Committee meeting when necessary, including working groups Education/Key Skills/Expertise: Bachelor’s degree (Master’s or equivalent would be an asset) in statistics, data science; data analytics, information technology, computer science or related degree; Minimum 5 years of experience of professional experience in data collection and analysis; Familiarity with tools and approaches for data collection Highly numerate with proven quantitative and qualitative data management skills. Role Purpose: The post holder will lead the assessment of the current IT infrastructure, systems, and processes of the observatory, identify gaps, challenges, and opportunities for improvement in the IT infrastructure and database, develop a comprehensive strategy and framework aligned with the observatory's goals and requirements, propose and implement IT solutions to address identified gaps and enhance the observatory's data management, analysis, and reporting capabilities, ensure the security, confidentiality, and integrity of data stored and processed within the observatory, provide technical support and training to observatory technical advisors to facilitate efficient use of IT systems and tools and collaborate with external stakeholders, as necessary for the successful implementation of visualization of the observatory data. Context of role: Conduct an initial assessment of the observatory's IT infrastructure, including hardware, software, networks, and databases (back-end) and website (front-end). Analyse the existing data management and analysis processes including the pre-developed indicators and draft Standard Operating Procedures (SOPs) and implement required improvements, where necessary to determine how information/data should be collected in tandem with the data repository tool. Review the existing IT architecture and framework, outlining the recommended improvements and solutions. Improve the integration of the database (back-end) into the website (front-end) Undertake a comprehensive exploration and examination of appropriate and economical IT solutions, such as data management systems, data visualization tools, or reporting and web-based platforms and make proposals for consideration. Work with the Data Analyst to ensure that the data that is collected and analysed, is visualised via the front-end of the virtual Knowledge Platform (website) using various innovative approaches to make data more relevant, user friendly for different audiences, with graphs and other visualization tools. Improve the design of the front-end of the knowledge platform (website) with the incorporation of a dashboard, additional navigation including shortcuts, pages, graphics, relevant infographics, and appropriate images, where necessary for a high-end and user-friendly look Ensure that there is ongoing quality disaggregated and comparable data on SRHR and different forms of VAWG used in line with international standards to inform, knowledge products and communication outputs Ensure compliance with data protection regulations and implement necessary security measures to protect sensitive information. Provide technical support to observatory advisors, troubleshoot IT-related issues, and offer training sessions to support final handover of the Observatory platform to the Secretariat. Monitor and evaluate the effectiveness of implemented IT solutions and adjust as needed. Submit progress reports and present findings, recommendations, and updates to the observatory's project manager. Role Deliverables: Comprehensive assessment and report of the observatory's current IT infrastructure. IT architecture and framework document outlining recommendations, improvements, and solutions. Implementation according to the work plan for proposed IT solutions, including timelines, resource requirements, and budget estimates. Deployed and functional IT observatory knowledge platform including data management systems, visualization tools, and reporting and web-based platforms. Documentation and user guides for implemented IT solutions. Training materials and conducted training sessions for Observatory staff. Progress reports detailing the implementation status, challenges faced, and achievements made. Final report and handover summarizing the overall project implementation, including outcomes, lessons learned, and recommendations for future improvements. Education/Key Skills/Expertise: Degree in data science; data analytics, data engineering, information technology, computer science or related degree Proven experience (at least 5 years) in data management and analysis, proficiency in data management practices, including data collection, storage, cleaning, and analysis.
