The International Planned Parenthood Federation of the Americas and the Caribbean (IPPF ACRO) is made up of 29 organizations from 29 countries: Antigua and Barbuda, Argentina, Aruba, Barbados, Bolivia, Brazil, Canada, Chile, Colombia, Cuba, Curaçao, Dominica, Ecuador, Guadeloupe, Guatemala, Grenada, Guyana, Haiti, Honduras, Jamaica, Mexico, Paraguay, Peru, St. Lucia, St. Vincent and the Grenadines, Suriname, Trinidad and Tobago, the United States of America, and Venezuela.
Background: The Caribbean Observatory on Sexual and Reproductive Health and Rights (SRHR) aims to generate, consolidate, and disseminate data and evidence to support advocacy and policy change for advancing SRHR across the Caribbean region. The Observatory's policy briefs serve as key tools for influencing policy and driving change.
Purpose: The Research Consultant will be responsible for reviewing and updating all existing Caribbean Observatory policy briefs with the latest validated data and insights. The consultant will enhance the impact of policy recommendations and identify key advocacy opportunities and strategies to promote progress in specific thematic areas. Additionally, the consultant will develop five new issue briefs focusing on critical intersections of SRH rights and justice, and emerging issues.
Scope of Work:
The consultant will undertake the following tasks.
Review and Update Existing Policy Briefs:
- Review all seven (7) current policy briefs from the Caribbean Observatory.
- Identify and incorporate the latest validated data and research insights.
- Strengthen and rewrite policy recommendations to maximize impact and relevance.
- Highlight key advocacy opportunities and strategic actions that can accelerate progress in each thematic area.
Develop One (1) New Issue Brief:
Research and produce a comprehensive, data-driven issue brief on the following topic.
- SRHRJ and Transgender, Intersex, and Gender Non-Conforming Communities:
- Highlight barriers faced by these groups in accessing SRHRJ.
- Identify strategies for inclusive policy and advocacy efforts.
Deliverables:
- Updated and finalized policy briefs with integrated data, revised recommendations, and advocacy strategies.
- One new issue brief with actionable and impactful recommendations, supported by the latest research.
- A summary report highlighting key updates made to existing briefs and the strategic approach behind the new briefs.
Key Qualifications:
- Degree in Public Health, International Development, Social Work, Gender Studies, or a related field.
- Proven experience in policy analysis, research, and writing on SRHR or related areas.
- Strong understanding of the SRHR landscape in the Caribbean, including intersections with gender, migration, and climate change.
- Excellent writing skills, with the ability to convey complex information clearly and impactfully.
- Demonstrated ability to analyze and present data in a compelling manner.
- Familiarity with advocacy strategies and frameworks in SRHRJ.

- Analytical Skills: Ability to synthesize information and provide actionable recommendations.
- Communication: Strong written and verbal communication skills.
- Cultural Sensitivity: Understanding of and respect for diverse cultural contexts, especially within the Caribbean.
- Time Management: Ability to work under tight deadlines and deliver high-quality work.
Budget: $4,000 USD
